news for president obama. unemployment has fallen below 8% for the first time since the president took office in january 2009. the september jobs report showed the u.s. added 114,000 jobs with the unemployment rate dropping to 7.8%. the better news was the bureau of labor statistics was revising job reports for the last two months finding the economy actually added 181,000 jobs up from 141,000 in august. and in august the economy added 142,000 jobs up from the initially lack luster 96,000 initially reported. so there were in total 200,000 new jobs on this jobs report. president obama tried to put today's good news jobs report in context, campaigning in virginia. >> after losing about 800,000 jobs a month when i took office, our businesses have now added 5.2 million new jobs over the past 2 1/2 years. this morning we found out that the unemployment rate has fallen to its lowest level since i took office. more americans entered the work force, more people are getting jobs. it's a reminder that this country has come too far to turn back now. >> mitt romney also campaigning in virginia. n

for the labor debt's bogus 7.8% unemployment number. obama's surprise, thanks hilda. hilda solis is responsible at the bureau of statistics which puts out the job numbers. >> i have the highest regard for our professional staff at the bureau of statistics. folks that have been working in this area for many years and this is a methodology that's been used for decades. it is insulting when you hear people just cavalierly say that somehow we are manipulating numbers. i find that very insulting. >> solis, not solis. for the record, here's how the process works. the raw data comes in on wednesdays, the week before the monthly report. the bureau of statistics makes calls around to 60,000 house holds and asks who is working. that's where the unemployment rate comes from. for job growth and job loss, they gather payroll data from businesses. everyone who touches the data signs confidentiality agreements. documents are locked in safes. windows are actually papered over. custo custodians don't even empty the trash until it's over. they give them 12 hours in advance with apparently no option to change the

in september with the unemployment rate coming in at 7.8%, that's a drop of 0.3 from august. the obama and romney campaign jumped on these figures and, of course, they came down on opposite sides. cnn political editor paul steinhauser joining us this morning. good morning, paul. so there's one month, hard to believe, till election day, and no issue bigger than jobs, right? >> no doubt about that, randi, and you're right. after what you could consider a tough week for the president coming out of that debate in denver the jobs numbers are a good sign for his re-election bid, a happy sign for the re-election team, but for mitt romney this is fascinating, landi, because the unemployment rate is below 8% for the first time since barack obama came into the white house back in january of 2009. you have heard mitt romney on the campaign trail over and over again, over the last year and a half running for the white house, criticize this president on jobs for the unemployment rate being over 8%. now it is under 8%. now it's time for mr. romney to have to pivot from his favorite line. take a list
mr. obama became president, the unemployment rate would be 10%. if we had same percentage of people looking for work today looking when unemployment rate peaked at 10% the unemployment rate today would still be 9.7 using that household data. which means most effective employment program the obama administration has been able to come up with is persuade people to leave the labor force. mr. obama managed to drive down number of adults that want a job. that is a great way to drive unemployment down. i would think the other guest would consider that. melissa: gary, last word before we go. >> look the employment rate has risen in last few months. there is no doubt about that. i don't understand this labor force participants rate idea. yes the participation rate is lower when the economy was expanding strongly. yes, that's true but the fact of the matter is, employment has been rising over the last three years, period. it is just not rising fast enough to put a big a dent in unemployment rate as we would all like to see, period. melissa: gentlemen, great discussion. thanks for coming on.
